Capital veteran Bob Phillips of Common Cause North Carolina tells host Barlow Herget that despite a delay by Republican leaders in the General Assembly, photo IDs will be a thing of the future in the state.  The deliberate pace of the bill by Republicans will give opponents time to say their piece and proponents time to adopt a law that will pass constitutional review.
