RALEIGH, (SGRToday.com) - He's been there before, and now Billy Richardson will represent the Cumberland County House seat held for years by Democrat Rick Glazier.

Glazier is the new head of the North Carolina Justice Center, a liberal advocacy group.

Richardson was chose by the local Democratic Party, reports the Fayetteville Observer.

He served in the House in the 1990s.
