The North Carolina House of Representatives passed legislation to establish a joint legislative study committee to examine and redesign the State Health Plan in a way that adopts new practices and payment methodologies that promote health while incentivizing participation from both enrollees and providers. The bipartisan measure was introduced by Representatives Josh Dobson (R-Avery, McDowell. Mitchell) Julia Howard (R-Davie, Rowan),  William Brisson (R-Sampson, Bladen), and Gayle Adcock (D-Wake).

“We are pleased that House members have endorsed a thoughtful and collaborative approach to ensure the State Health Plan will continue to serve the needs of state employees, teachers and retirees for many years to come,” said Steve Lawler, president of the North Carolina Healthcare Association. “Healthcare providers stand ready to work together with legislative leaders, State Health Plan administrators and plan beneficiaries to develop a modern plan model that focuses on supporting members in managing and improving their health, providing the state and members with cost transparency, and lowering overall costs to the state and taxpayers.”

North Carolina's hospitals and health systems have endorsed a value-based approach for the State Health Plan, based on numerous successful examples already across the state.
