RALEIGH, (AP) — The turnover continues at the North Carolina agency responsible for running the Medicaid health insurance program for poor children, older adults and the disabled.

A state Department of Health and Human Services spokesman said Tuesday that Medicaid chief financial officer Keith Brennan resigned Tuesday. DHHS spokesman Kevin Howell offered no other explanation about Brennan's departure.

State legislators expressed irritation during a meeting in March that Medicaid officials failed to inform them quickly that only about two-thirds of the $150 million in savings demanded by this year's state budget would be realized.

Brennan said some cuts delivering for the savings were delayed while others were simple mistakes. About $20 million in budgeted "savings" for 2013 was from cuts that lawmakers had already implemented in 2012.
