NRS data shows that just 19 percent of Americans report contacting their local officials in the past year. Three of four -- 76 percent -- told surveyers they had not attended a local public meeting over the past 12 months.
Those with higher incomes and those who've lived in an area for a longer period of time are more likely to be engaged, according to the survey.
