RALEIGH, (SGRToday.com) - Delaware Sen. Tom Carper is making another attempt at transforming the U.S. Postal Service, which has been struggling with its finances for years.
Carper said in a statement that his goal is to secure the operation financially and give employees and customers "some badly-needed stability and certainty."
Federal News Radio reports the service faces a $5.7 billion debt payment at the end of September but officials say it's unlikely to make the payment.
A key drag on the service's finances is the requirement to pay in advance the health care expenses for retirees.
