RALEIGH, (SGRToday.com) - The principle of independent agency oversight by inspectors general has been turned "on its head," by a recent Justice Department decision, according to the director of the Council of Inspectors General on Integrity and Efficiency.

In an interview with Federal News Radio, Michael Horowiz, inspector general at the Justice Department, said the recent opinion from Justice's Office of Legal Counsel requires inspectors general to ask permission to get certain records rather than automatically having access to them as independent watchdogs.
