State Board of Education chairman Dr. Bill Harrison tells host Barlow Herget what the state has done to improve low-performing schools such as those in Halifax County. Harrison says the state's intervention will be tested in students' performance this year.  Harrison also tells Herget that there is a hard-core of poor performers in public schools and while the system continues to look for a long-term cure, it has made significant progress on improving its graduation rate.
